Make it feel operated, not applied.
Good handheld movement reacts to the shot. It does not wobble at the same strength while the camera races, stops and turns. RE+ can couple the shake to camera speed so it has a reason to move.
First, switch it on at the marker
The INI stores defaults. A marker only uses them after its normal Shake row is set to Rockstar Editor+. If the in-game menu shows a number instead of Default, that marker has its own override and the INI will not win.
The noise is driven by clip time. Play or scrub the shot before deciding that a setting does nothing.
Simple mode in real units
AmplitudeHow far the camera moves
Measured in degrees of rotation. RE+ also adds about 5 cm of translation per degree.
FrequencyHow quickly the movement evolves
0.20 Hz produces a slow wander. 0.35 Hz changes character more quickly.
VariationHow evenly the signal behaves
Zero is statistically flat. Higher values let the movement swell and settle.
RoughnessHow much fine texture exists
One to six noise octaves. The default three is a sensible place to leave it.
Give motion a cause
ShakeSpeedAmp adds intensity as the camera approaches ShakeSpeedRef. ShakeSpeedFreq makes the movement evolve faster over the same speed range.

When Complex mode is worth it
Complex mode replaces Amplitude and Frequency with two separate procedural layers.
Broad operator drift
Slow position and rotation controlled by SwayMove, SwayRotate and SwayFrequency.
Fine vibration
Fast position and rotation controlled by JitterMove, JitterRotate and JitterFrequency.
